Last week Defense Secretary Chuck Hagel told the Global Health Security Agenda summit the Pentagon has a longstanding research program on infectious disease, including Ebola. Hagel said the Defense Department will now begin clinical trials for a vaccine candidate.

“On Wednesday,” Hagel said, “we received approval to begin safety testing for one [Ebola] vaccine candidate that will be conducted here at the Walter Reed Army Institute of Research.”

The Pentagon is funding an Ebola vaccine under a $140 million project with Tekmira Pharmaceuticals, a Canadian company.

In August an “experimental serum” was administered to Christian aid workers infected in Liberia. The “mysterious treatment” was produced by Mapp Biopharmaceutical Inc., a company based in San Diego, California. Its antibody research is funded by the U.S. Army.

“The most fascinating aspect of the Ebola vaccine manufacturing process is how quickly they have brought it to the trials phase,” writes Dave Mihalovic for Prevent Disease. “It is virtually impossible for vaccine manufacturers to produce and deliver these drugs in the timeline they have proposed. It typically takes several years from the point of initial vaccine development to human clinical trials, a process which the manufacturers claim is being done in weeks and months. The only way it would have been possible was through years of planning and procurement.”

The Pentagon’s interest in Ebola – a disease that until this week remained confined to third world countries in Africa – is suspicious, Mihalovic writes.

    It is clear that the US government has been keeping tabs on Ebola for a while now. It holds the patents on a strain of the Ebola virus known as Bundibugyo (EboBun) that was found in Uganda. It is although not clear whether it is the same strain that has created the current epidemic. The patent, awarded in October 2012 to five scientists led by Jonathan S Towner, is now deposited with the US Centers for Disease Control and Prevention.

The Daily Observer, the largest newspaper in Liberia, speculated in early September that the virus was unleashed on unsuspecting Africans by the Pentagon and pharmaceutical corporations.

“Reports narrate stories of the US Department of Defense (DoD) funding Ebola trials on humans, trials which started just weeks before the Ebola outbreak in Guinea and Sierra Leone. The reports continue and state that the DoD gave a contract worth $140 million dollars to Tekmira, a Canadian pharmaceutical company, to conduct Ebola research. This research work involved injecting and infusing healthy humans with the deadly Ebola virus,” writes Dr. Cyril Broderick, a former professor of Plant Pathology at the University of Liberia’s College of Agriculture and Forestry.

Ebola has invaded America. We are bombing the Islamic State in Syria, but treating Ebola here as an interloper that can be controlled. There is nothing to worry about. No need to panic. Pay no attention to the disease behind the curtain. Experts are in charge, and we must always trust our experts. Do you? I sure don’t.

Sometimes, it seems the priority of our elected officials and experts is self-protection rather than the protection of the public, which they are supposed to serve. We only know what they tell us. We presume they have access to accurate information, but we only get their version of the truth.

Government officials testify before congressional committees and variously deny responsibility for their own incompetence and malfeasance, blame others, hide behind the all-purpose “mistakes were made,” or take the Fifth. A few accept “responsibility,” but only in rare cases does anyone lose his job, unless the transgressions are so glaring they can’t be ignored, like Julia Pierson, former director of the Secret Service. If politicians and bureaucrats protected us the way they protect themselves, there would be no need to fear Ebola, the Islamic State or anything else.

In the case of Ebola, our leaders want us to remain unconcerned. They have it under control, they say. Yet infected people keep popping up. Not to worry, they say. We can trust West African nations to examine those leaving their countries, even though it appears we can’t. Thomas Eric Duncan managed to get out of Liberia and travel to the United States with relative ease.

The dumbest analysis so far came recently on CNN. Appearing on “Anderson Cooper 360,” Ebola “expert” (there’s that word again) David Quammen argued against quarantines and banning flights from West Africa, where thousands have died from Ebola and thousands more are infected.

Here’s Mr. Quammen: “You can’t isolate neighborhoods, you can’t isolate nations. It doesn’t work how dare we turn our backs on Liberia, given the fact that this is a country that was founded in the 1820s, 1830s because of American slavery. We have a responsibility to stay connected to them and help them see this through.”

We are “staying connected.” The Obama administration may send 4,000 troops to Liberia, and American health workers are on the ground there.

Public health should not be held hostage to any other consideration. The practice of quarantine — separating the sick from the healthy — goes back as far as the year 549 A.D. when, in the midst of an outbreak of bubonic plague, the Byzantine emperor Justinian enacted a law meant to isolate sick people from regions infested with plague. I’m sure leaders back then told the public not to worry, that they had everything under control. Did people trust their leaders then any more than we trust our leaders today? I doubt it.

Failure to tell the truth about a whole range of things has contributed to public distrust, even cynicism, about government.

Take, for instance, the latest unemployment figures spun by the Obama administration. We are told a 5.9 percent unemployment rate and the addition of 248,000 nonfarm payroll jobs last month proves the economic recovery continues. Left out of most news coverage is a labor-force participation rate of 62.7 percent, the lowest it has been since the 1970s and down from 66.1 percent in January 2004, according to Labor Department figures.

Former ABC News anchor Ted Koppel once said: “Our society finds truth too strong a medicine to digest undiluted. In its purest form, truth is not a polite tap on the shoulder. It is a howling reproach.”

Our leaders underestimate the ability and desire of the public to respond to the truth with sober minds. We can handle the truth, if our government will only tell it to us.

financial interests of drug companies, even if it means allowing millions of

people to die as a result. The drug industry would rather see millions die than

lose their dominant position in the health care marketplace.

The response to the 2010 earthquake in Haiti was massive: Billions of dollars in donations poured in.
"It had everything," says Joel Charny, who works with InterAction, a group that coordinates disaster relief. "It had this element of being an act of God in one of the poorest countries on the planet that's very close to the United States. ... And the global public just mobilized tremendously."
People haven't responded to the Ebola outbreak in the same way; it just hasn't led to that kind of philanthropic response.
From the point of view of philanthropy, the Ebola outbreak is the opposite of the Haiti earthquake. It's far from the U.S. It's hard to understand. The outbreak emerged over a period of months — not in one dramatic moment — and it wasn't initially clear how bad it was.
Donors like being part of a recovery story. In Haiti, buildings and lives were destroyed. The pitch was, let's help them rebuild.

In the case of Ebola, it's been harder to make a pitch.
Doctors Without Borders tried to tell stories about Ebola for months. But much of the public wasn't listening. The story wasn't prominent in the news until things became dire. Experts who have worked on famine relief say their field is similar.
"There's plenty of early warning," says Gary Shaye, who works with Save the Children. "All the people on the ground know what's going to happen; they talk about it. But until it's something much more visible in the media, it's almost impossible to raise funds."

The Ebola outbreak is unimaginable, says Sophie Delaunay, the director of Doctors Without Borders in the U.S. "It is so horrific, that once you realize how dramatic the situation is, then you just keep thinking about Ebola all the time," Delaunay says.
